If I were to format a USB flash drive with a QNX partition, could I
execute programs directly from the drive under Neutrino?

Certainly can!!
I make an 'install' USB drive using QNX to install runtimes/upgrades
onto hardware in the field. As long as the BIOS supports booting from
USB HDD you are fine ! Otherwise, you need a floppy to boot using the
USB for a file system.
Essentially, the BIOS will boot using its local capability. After
booting, 6.3.2 loads USB drivers but 6.3.0 needs io-usb and devb-umass
to be started from the scripts.
